A man whose last known address was in Beaumont has been added to the Texas Department
of Public Safety’s Texas 10 Most Wanted Sex Offenders List. 43-year old Shawn Monroe
Cowen has been wanted since June of 2017. In March of 2011, Cowan was convicted of
indecency with a child involving a 9-year old girl in Walker County. A cash reward of $5,000
is now being offered for information leading to the arrest of Cowan. You can call the statewide
