A Port Arthur Police Lieutenant, that was placed on administrative leave last year, has been
reinstated. Chief Patrick Melvin has announced Johnny Owens has been reinstated to the
rank of Major/Deputy Chief and has been assigned to the Criminal Investigation Division.
Owens will also serve as the city’s Emergency Management Coordinator. Owens, along
with five others were put on administrative leave last pending an internal investigation.
One other was reinstated, two retired, and one was terminated.
