The Port Arthur city council has appointed Lt. John Owens as interim chief of police to replace
Patrick Melvin who resigned last week. Melvin served as the city’s chief for less than two
years. Owens was reinstated by the city two weeks ago after being placed on administrative
leave last year. The search for a permanent chief of police in Port Arthur is underway.
