The Jefferson County grand jury has cleared a Port Arthur nursing home and its administrator
after residents waited in flood waters while waiting to be evacuated during tropical storm
Harvey. Criminal charges will not be filed against Lake Arthur Place and former administrator
Jeff Rosetta, who was accused of negligence on he handled the evacuation. Civil cases have
been filed.
