Governor Greg Abbott says Texas is ready to move onto Phase Two of the state's reopening
process. On Friday, bars can reopen at 25-percent capacity, and restaurants can increase capacity
to 50-percent. Businesses including bowling alleys, bingo halls, and natural caverns can reopen
on Friday as well. The governor said capacity at non-essential retail stores must remain at 25-
percent for the time being. The exception is El Paso county and city where there is a spike.
