A man Port Arthur police are calling a person on interest in a hit and run fatality is jailed. Police
want to talk to 33-year old Charles Lock in the death of Jamica Thibo. Thibo died after his bike
was struck by a vehicle on Savannah Avenue in October of 2019. Lock was arrested in Baytown
yesterday on an unrelated charge.
