The mother and sister of a 3-year old boy found in a Port Arthur home are jailed. 43-year old
Tina Louis and 21-year old Kristen Louis are charged with injury to a child. Officers went to
an apartment in the 300 block of Richmond yesterday morning and found the extremely
emaciated body of the special needs child.
