The Jefferson County District Attorney’s Office has dropped charges against a Port Arthur plastic surgeon accused of sexually assaulting a patient during a medical procedure. Two previous trials against Dr. Nir Binur ended in mistrials when neither juries could reach a verdict. Monday, the charges were dropped.
