FEMA has approved approximately $9.2 million in funding to assist in the rebuilding of a Port
Arthur apartment complex damaged during Tropical Storm Harvey. The 102 unit Southwood
Crossing Apartment complex located in the 3900 block of Highway 73 filled up with five feet
of water. $3.6 million is for mold remediation and $5.6 million for other repairs and items.
There is a 10% local match. The Southwood Crossing Apartment complex has 102 units and
is for low and moderate income families.It is managed by the Port Arthur Housing Authority.
