The Jefferson County grand jury has indicted a second man for a Port Arthur murder. 25-year old
Rakeem Jamal Roche is charged with the July 2019 shooting death of Joel Lopez Martinez, who
was shot during a robbery in the 3200 block of 18th Street in Port Arthur. Last week, the grand
jury indicted 27-year old Jayled Lott on a murder charge for his alleged involvement.
