Chargers have been filed against a teen that was driving a car that crashed into a Beaumont
police unit Sunday morning killing Officer Sheena Yarbrough-Powell and critically injuring
officer Gabriel Fells. 18-year old Louis Torres, of Port Arthur, is charged with intoxication
manslaughter and intoxication assault. His bonds total $750,000. Records show his blood
alcohol content was at .296, just under four times the legal limit of .08.
