Texas is looking to limit food stamps so they cannot be used to buy energy drinks. A bill laid out in the state legislature would also prohibit paying for potato chips and cookies with food stamps. The bill's author, State Rep. Briscoe Cain, a Republican from Deer Park, says there are limits on other nutrition programs, so this one should be no different. Texas could not make changes to the federal food stamp rules without approval from Congress, and that's unlikely.
