Day three of early voting has ended in the runoff between Republican District 21 State Representative Dade Phelan and David Covey. At the end of day three, 4,884 votes had been cast in Orange County, 4,531 in Jefferson County, and 1,828 in Jasper County. The total is 11,243. You can vote early though Friday. The election is Tuesday, May 28. The district includes all of Orange County and Jasper County, and about 27 percent of Jefferson County.
