Former Silsbee Animal Control Officer Joshua Nolen has been arrested on a second charge. Nolen is now charged with cruelty to non-livestock animals. He was taken into custody Tuesday, and his bond was set at $5,000. Nolen was arrested last month on a charge of improper euthanasia by using his personal piston to euthanize dogs that were dumped into a wooded area behind the Silsbee Animal Shelter.
